I had the same issue with my Audi A4 and called the dealership for help. They said that in order to activate the gesture control feature, you need to have the Technology package included with your car. If you don't have it, unfortunately you won't be able to use the gesture control.
One tip for using the gesture control feature - make sure you have good lighting in the car as it can affect the sensors. And be patient, it may take a few tries to get the gestures right.
