How do I fix a malfunctioning windshield wiper in my Audi A4?

One of my windshield wipers on my Audi A4 is not working properly and seems to be stuck. I've tried turning the wipers on and off and adjusting the settings, but it still won't move. What could be causing this issue and how can I fix it?
